Description

With T253209 we are looking to generating the mw:Extension:Wikispeech straight from the code to a larger extent.

One of the more text heavy sections which is not represented in the code are the configuration variable descriptions. Since we introduced the description field in extension.json for these it should be possible to move the descriptions into the code.
