Page link notifications link to wrong revision when link is from a template

I received the following notification today:

The notification says that a link was made from Trams in Sintra to Minho with this revision. However, the revision linked to only changes a period to a comma in regular text.

Looking through the history of the article and its transcluded templates, I see that a link to Minho was added to Template:Railway lines in Portugal on May 29 (4 days ago), and the edit today to Trams in Sintra was first time that article had been edited since then.

While the edit may have rebuilt the cache for the page and thus (from the software's point of view) been associated with the addition of the link, it's very confusing from the user's point of view to be shown a diff that has nothing to do with the link. This also makes me suspect that page muting will not work in this situation, which I'll check in a minute.

This is basically a dupe of T144785, but since that bug is less specific and was closed, I decided to start a fresh bug.
