Need to update the list of countries where email opt-in / opt-out should be shown by default. Check Asana & Google Doc for details.

At the moment it's done with two {{#switch: statements in Template:Lp-layout-default and Template:Lp-layout-endowment. Should make sure there's only a single source for this list, and ideally something that's more easily editable.
