Given a few recent incidents, I think it would be helpful if there were a maximum number of subscribers one is allowed to add at a time on Phabricator. Perhaps somewhere between 40 and 100 or so. This would prevent a fair amount of unwanted spam.
(I don't know if there is an existing way to do this in Phabricator.)
