Now that we have a root screen and multiple features operating out of the help panel, we also have multiple "learn more" pages to include. Below is how we should organize which options to include in the upper right "..." menu in the help panel. This includes changes to which links are shown when, and also changes to the labels of the links in the menu.

• "Disable the help panel": this should always be in the list and should go to Special:Preferences#mw-prefsection-editing. This rewording may help the user find the correct preference even if they select this option from the suggested edits screen (which contains no mention of "help panel").
• "About the help panel": this should always be in the list except when the user is looking at the suggested edits screen. It should go to https://www.mediawiki.org/wiki/Special:MyLanguage/Growth/Focus_on_help_desk/Help_panel.
• "About suggested edits": this should only be in the list when the user is looking at the suggested edits screen. It should go to https://www.mediawiki.org/wiki/Special:MyLanguage/Help:Growth/Tools/Suggested_edits.
