Unable to change a value with unit
Steps to reproduce:
- Call https://commons.wikimedia.org/wiki/File:Ship_Josephine_ENI_05109590_-_on_Spree,_Berlin-7662.jpg
- Edit the length or the width of the boat
- Save button stays grey-out

If I recall correctly, this is intended behavior. Users are intended to use the trash can icon to remove previously set unit values, and then they can add a new one. Can you confirm, @egardner ?
Changing is indead possible when I am using English as user language. The same weird behaviour like T254615
Qualifiers have always worked a bit differently – they can indeed be "changed in place" like in that linked example. But at the statement level, values (whether they are strings, Wikidata items, quantities, etc.) can be added and removed but not modified.
