Steps to replicate:

1. Start editing an article using NWE
2. Click on "Publish Changes"
3. Enter an edit summary and mark edit as a "minor edit"
4. Close the save dialog.
5. Switch to visual editor before saving
6. Click "publish"

Observed behavior:
The save dialog shows the previously defined edit summary, but the "minor edit" tick box is now unselected.
Expected behavior: "minor edit" tick box should remain in selected state in stage 5
