Description

As a PoC in order to test, introduce Rate Limiting functionality into Envoy API Gateway. Using basic Envoy Rate Limiter.

This functionality will be replaced with our internal rate limiting service once that is complete.

Done Criteria

Rate limiter docker image in-housed
Rate limiting added to Envoy running in Helm
Rate limiting is configurable via Helm chart values file
