We need a window to do some controlled tests in python 3.7 to have some decent logs for upstream.
I'll probably do this late next week or the week after.
Service on ZppixBot-test will be significantly affected.

- I will roll python 3.7 back forward
- Do some DEBUG testing for T254348: ZppixBot-test fails restarts correctly on python 3.7 after crash
- Wait for T248960: Sopel is not recording last event correctly causing server timeout to happen (which is worse on 3.7) to dump logs
