stretch-backports has linux-image-4.19.0-0.bpo.6-amd64 so this does not require upgrading the nodes to Buster, and this kernel version includes improvements to both the CFS cpu scheduler (see T245272) as well as improvements to the performance of the memory.stat cgroup special file reads (which sometimes cause network stack stalls).
