Wikisource Ebooks: Consolidate WSExport issues on Phabricator instead of Github [Medium]

Description

As a Wikisource user, I want all issues to be consolidated on Phabricator, so that the team can more easily manage and discover issues in one place.

Background: We are currently managing WSexport issues both here on Phabricator and on Github at https://github.com/wsexport/tool/issues This is making it hard to triage issues and have a good overview of what needs to be worked on. I suggest we migrate all Github isses to Phabricator, and turn off issues on the GH repo. This task came out of the Community-Tech retro.

Acceptance Criteria:

  • Copy all open issues to Phab (or merging into existing tasks)
  • Update links in the code
  • Update links on wikis
  • Change the title of the Phab project (it already has wsexport as an alias)

I've updated this Phabricator project's details, and switched the #e-book-export-reliability name out for WS Export (and kept the former as an alias). (Not that the hyphenated "e-book" has been annoying me for years or anything!)

Also updated the project description to make it clear that Phab is where to put issues.

All issues are now on Phabricator, and Github issues have been turned off. The link on the tool points to WS Export.

As Dom noted, this ticket isn't really testable, other than that the #wsexport link & "Create issue" link on the WSExport page now redirect the user to Phabricator. I'm marking this as Done.
