Offboard valhallasw as vps/toolforge admin

As I haven't had the free time to help with any vps/toolforge work in the last years, and I don't expect this to change any time soon, I think it is a good idea for me to formally hand in my admin rights on labs and toolforge.

From the top of my head, I have/had admin right for:

If the situation changes, I would gladly reapply to support the team again. I will of course still be around as a tool maintainer!

Verified that @valhallasw is not a member of the OpenStack 'admin' project. I think the "able to add myself to any project" is no longer true, but was tied to MediaWiki-extensions-OpenStackManager and the legacy "Cloud administrators" group there.

I think @valhallasw's enhanced rights are now revoked. I have left his contentadmin right on Wikitech in place. I would also like to echo @Andrew's sentiments of gratitude for the help that @valhallasw has given to Toolforge and Cloud VPS in the past. I look forward to the time when the itch to make the wiki's better brings him back. :)
