Content Translation Dashboard: Complete layout and add fix entrypoints for Section Translation

Description

CX Dashboard has already been created in its first version but it should be enhanced with additional functionality and layout fixes to be ready for SX first iteration.

Fixes include visual changes to match design specifications and also event handling (clicks etc) for enabling all different entrypoints to Section Translation.
