Migrate cloudinfra Cumin hosts to Buster

Description

The Cumin hosts in production are now running Buster and all further releases of Cumin will only be available for buster-wikimedia.

Nothing will break for the existing

  • cloud-cumin-01.cloudinfra.eqiad.wmflabs
  • cloud-cumin-02.cloudinfra.eqiad.wmflabs

but to follow new Cumin features/fixes they should be moved to Buster at some point.

Right now from cloud-cumin-01 I can access 852/860 hosts and 840/860 from cloud-cumin-03. I think that's good enough to decom cloud-cumin-01 to complete this task.
