In Q1 FY20/21 we want to address some issues with the Wikilink tool. One of those is that the EventStream tracking isn't stable, often requiring manual intervention (see T250084 and the same issue for Hashtags at T214060).

We need to briefly explore whether this looks like an issue we can fix/improve on our end, or if we'll need further support from the Technology Analytics team at the WMF. If the latter, we need to note that in our annual planning so that they're aware.

This task doesn't require fixing the issue, we'll come to that later, but any exploratory notes in this task would be helpful.
