Upload link changed from local Special:Upload to Special:UploadWizard on Commons

Description

On some wikis, the file upload link in the sidebar has changed from local Special:Upload to upload to commons Special:UploadWizard. It should not be so.
For example try to upload file on https://ru.wikipedia.org/wiki/.

Sounds a bit similar to T256106: Link to non-existent Commons:Upload on betacommons without JavaScript though kind of inverted.

There is no local overwrite for the URL of Загрузить файл at https://ru.wikipedia.org/wiki/MediaWiki:Upload-url .
No recent changes to https://phabricator.wikimedia.org/source/mediawiki-config/browse/master/wmf-config/config/ruwiki.yaml or https://phabricator.wikimedia.org/source/mediawiki-config/browse/master/dblists/commonsuploads.dblist either.
And https://phabricator.wikimedia.org/source/mediawiki-config/browse/master/wmf-config/InitialiseSettings.php$2888 defines
'commonsuploads' => '//commons.wikimedia.org/wiki/Special:UploadWizard?uselang=$lang',

So I'm rather confused why this has not always linked to Commons' Special:UploadWizard already before. Any idea when this changed?

This has been errorneously changed with 74e8295d7bc994272a17a12e8996d10174ea018c, which tried to remove some duplicates rows. However, those rows were actually not duplicates. I've reverted the patch in question, and it now seems to work.

I'm a little unsure why I'm pinged here TBH.
