Global oversight fails to un-hide users when reversed

Description:
When un-oversighting a user, any affected revisions retain the hidden status of the username + edit summary. This should be undone when the global account is un-oversighted.

When I looked into the code and run into this issue independently, I created T263170. The issue seems to clearly be actor migration, so I'm merging this to the other task.
