Gerrit "Only comments" switch should have an adjustable default

Description

Gerrit 3 has an "Only comments" switch which solves T48148: Allow hiding of non-discussion comments in Gerrit nicely (assuming our bots get updated), except it apparently has to be turned on anew for every page view. It should either remember the previous setting, or allow the default to be selected in user settings.

We have changed a few things and Gerrit 3.3 changed some behavior as well. It now defaults to hide robot comments (tagged with autogenerated:) and only show the last robot comment.

An example is the spammy change is https://gerrit.wikimedia.org/r/c/operations/puppet/+/758514 which has all the old jenkins-bot comments hidden (only the last one is shown). There is a flip to show all the entries that got hidden.
