This is expected and was included in the email that was sent out. Internet Explorer 11 is not supported, please try to use Microsoft Edge/Chrome/Firefox.

Eventually I have found: Issue 11151: New UI not supported with Internet Explorer from July 2019 which got declined with: Internet Explorer is not supported by the new UI.
Since they declined it, I guess upstream Gerrit instance crashes would crashes as well https://gerrit-review.googlesource.com/
I am guessing it lacks support for some modern javascript and in IE you might see some stacktrace/error in the console, I am guessing it can be opened via F12.
I guess you can switch to Microsoft Edge else switch to Chromium, Firefox, Chrome.
