Keyboard focus order is not in logical after "Help" control gets expanded.

Keyboard focus not remains on "?" control when "Help" popup is closed by "Close" button.

Keyboard focus order should in logical after "Help" control gets expanded and the keyboard focus should move close button.
Issue2:
Keyboard focus should remains on "?" control when "Help" popup is closed by "Close" button or ESC key.
User Impact:
User does not understand the proper logical order and faced difficulty to navigate.
