The "new" (not sure how long ago) URL for this service is https://refill.toolforge.org/. The old fengtools tool had redirects in its $HOME/.lighttpd.conf to send folk on to the correct URL. The configuration of these redirects needs to be updated following T247236: Toolforge: introduce a system to preserve old tools.wmflabs.org URLs.
