The ssh key change wis postponed, marking this stalled as it is possible to be done in the future?

Or just update the file for the future key?

I don't think we can add the new key now, I don't really know how ssh would behave if there were two different sets of keys...which would it check? Marking as stalled for now.

We're just waiting on {T240266} so I think stalled is the right status?
