Description

In various documentation and guides, usually each section can be referenced by clicking on the link. We can use '#' or '§'.

@Iniquity Fair point, I think it should be relatively toned-down, but agree that it makes a lot of sense for the Design Style Guide's sections.

Doesn't make sense because DSG will be archived soon and Codex site has anchors: https://doc.wikimedia.org/codex/latest/design-tokens/color.html#text-colors :)
