difference within range constraint should consider date precision

Description

As clearly shown in https://www.wikidata.org/wiki/Q3340916, the "difference within range constraint" (https://www.wikidata.org/wiki/Q21510854) at the moment doesn't take into account date precision: given that we say that the maximum life span is 150 years, if a person is born in the 12th century (= 11XX), it means that they can be born in years from 1100 to 1199, so they can be dead in years from 1250 to 1349 - however, at the moment dates like 1175 or 1178 are considered constraint violations.
