No preferences can be set on foundation.wikimedia.org because account creation is disallowed

Description

Account creation on https://foundation.wikimedia.org/ is disallowed on purpose. That's a choice, but a side effect of that decision is that Special:Preferences isn't available. And while translations like https://foundation.wikimedia.org/wiki/Naming_Convention_Proposals_Movement_Feedback_Survey_Privacy_Statement/de do exist, the interface language can't be changed other than with uselang. The UniversalLanguageSelector is available, but nothing can be configured without logging in.

Other settings that a user may want to change despite not editing:

  • Use another skin, there's no way but to use useskin.
  • Gender (but it may not be widely used on foundationwiki)
  • Timezone
  • Thumbnail size
  • Disable mediaviewer
  • Math appearance (don't know if foundationwiki uses it at all)
  • Search settings
  • Gadgets (ExLinks, Wiktionary Hover, Navigation popups, Reference Tooltips and CurIDLink) may be desired despite not editing the wiki

It would be desirable to be able to configure these settings. Language could perhaps be done with ULS and cookies.

There is definitely an interest in modifying the configuration of Governance Wiki to allow folks to have accounts again, participate in talk pages with them, and also help with translation of content. I think achieving those things is basically a matter of getting some engineer time to do the complicated things necessary to do things like the SUL activation and effective engagement methods for translator and people with feedback or questions.

I feel there might be some overlap in config between how this is intended to work and how the api portal is expected to... TBC!

But yeah, it's certainly possible the SUL "finalisation" type scritpts are rotten and need some work to make them useable for this sort of thing

I know that @Jdforrester-WMF has looked into this a bit and knows more about the complexities ahead. :)

I figured not allowing account creation was a political decision, possibly as an order from the WMF. If it's just technical, enabling SUL is a better solution.

It was a legal and governance decision made several years ago when the site served a different purpose. However, as we have transitioned it to use as Governance Wiki, the remaining barriers to engagement are more technical. Any other limits to editing that will exist in the future are basically a reality of its usage and legal applications in that allowing ANYONE to edit a policy we could have to answer for in courts is just not worth any potential gains of people helping fix typos in a policy (which for any other edits would require a lot of process). So those limits are more legal pragmatism than movement politics. :)

Our resistance to adding more even staff accounts at this time is the more accounts we have, the more complicated the SUL work becomes later, so we are trying not to make the task larger than it already is or needs to be.

As to when we are going to do all of this, I had a clearer answer to that before the COVID-19 pandemic hit. As we continue to adjust to everything that has caused, I am not 100% sure where this will land. However, it is still on my blip screen and something we will push for as/when appropriate to do so. :)
