This service used to run on the Phabricator prod server but we want to split it out into a dedicated VM for stability reasons. We want to make sure if aphlict has an issue (apache mod_ws related) it can't pull down Phabricator itself as it happened in the past.

VM has been created and runs with insetup role. Next will be applying a new puppet role that installs just aphlict by itself rather than all of Phabricator with it.
A patch for that is pending. VM request is done though.
