Issue uploading screenshots on phab tickets: "Exception: No configured storage engine can store this file."

Description

Lately I've been having intermittent issues with attaching screenshots to Phab tickets in order to illustrate the current state of a patch, etc. I generally use Firefox from MacOS FWIW.

Steps to Reproduce:

  1. Attempt to edit a ticket (like this one), click the cloud-with-an-arrow icon in the toolbar
  2. Select files to upload using the filesystem browser and click "upload"

Actual Results:
I get a warning box in the lower left corner of the screen that reads:

Upload Failure
Exception: No configured storage engine can store this file. See "Configuring File Storage" in the documentation for information on configuring storage engines.

Note - I was able to upload this tiny graphic just now, but I seem to get errors on files larger than 1MB or so. Is there a size limit in place? I'm often attempting to upload full-size screenshots that range between 1 and 5mb.

Expected Results:
The files should upload normally.
