per elwiki community consensus please create 'rollbacker' usergroup right.

New usergroup has the following rights:

Not create redirects from source pages when moving pages (suppressredirect)
Quickly rollback the edits of the last user who edited a particular page (rollback)

Should be able to be granted/revoked by administrators.

There is an ongoing discussion of local names(rollbacker on Greek language), but not a discussion of right creation.
The consensus on usergroup creation was reached.
