Write about the purpose and evolution of the Stable Interface Policy, the introduction of stability annotations (T247862), and big changes in 1.35.

Hi @srodlund! I'll probably not have time to look into this until I'm back from vacation in four weeks. I'll try to get this written soon after, so it's useful to people in the transition to the new 1.35 release.
