When a Django server error occurs, an email should be sent to librarycard-dev@wikimedia.org. As with T255144, we have this configured in the Library-Card-Platform and should be able to mostly copy that implementation.

It's still in progress. Right now, the build is failing, so I need to figure out why and fix it
This code is in master and we've verified that it works in staging.
I've gone ahead and moved this to done since there are no more steps to do here, even though it's not in production yet.
