Bind Citoid service to a static IP address (or addresses)

Description

Right now YouTube is blocking the Citoid/Zotero service (T254700). YouTube has offered to whitelist the service, but only if it has a static IP address (see T254700#6341171). Can we give the Citoid/Zotero service a static IP address so they can whitelist it? Since it's running on two server farms, maybe it would need 2 static IP addresses.

@akosiaris is this feasible/desirable?

It's definitely not desirable. I 've commented already in T254700#6359644, best to keep the discussion there?

Actually, lemme merge this back in it. no reason to have a lot of tasks open that track exactly the same thing.
