The xhgui* VMs are running on stretch but that was only needed for the previous version using MongoDB.
Nowadays we need them to be on buster. The php-* and xhgui packages we are building are to be imported to buster-wikimedia and then installed there.
Confirmed that with @dpifke that xhgui1001 is currently just idling.
