Change the partial blocks feedback link to a generic feedback link in Special:Block

Goal

Special:Block contains a feedback link to https://meta.wikimedia.org/wiki/Community_health_initiative/Blocking_tools_and_improvements/Feedback
Partial blocks is deployed to all wikis now, and the feedback page appears not to have been updated since January.

We should change the link to a generic Blocking-related feedback page so that users can continue to provide feedback on the Block page as a whole.

Acceptance criteria

Replace the feedback link to point to https://www.mediawiki.org/wiki/Help_talk:Blocking_users
