Watchlist Expiry: Log when a page is watched temporarily vs permanently

Description

After we release Watchlist Expiry to a group of pilot wikis, it may be useful for us to keep track of how pages are being added to the watchlist. For example, it may be useful to know how often a temporary watch is selected vs a permanent watch.

Something to keep in mind is that when a user watches a page via the "star", it is first saved permanently and then they might change their selection via the popup. This can skew the numbers so we might need to track something extra to accommodate for it. An idea would be to keep track of Permanent, Temporary, and Switch from permanent to temporary. That way we can compare P - S vs T + S(?)

Open to suggestions about what can give us some meaningful info.
