In discussion with @daniel, we think this API should go into an extension namespace like /description/.

Perhaps the implementation of this API should go into an extension as well, like HorriblyHackyWikimediaFeatures extension? So that we do not pollute the core with this until we have proper backend support for page descriptions from the data model level upwards?
