API Portal: Restrict anonymous editing

Description

To enable the permissions scheme for the API Portal defined in T249834, prevent anonymous users from editing any page. While testing, I found that an anonymous user could edit both a talk page and a user page on api.wikimedia.beta.wmflabs.org

To do:

Fix confirm to restrict anonymous editing on all namespaces of api.wikimedia.beta.wmflabs.org
Verify fix
