To test the behavior of the API Portal when used in combination with global preferences, restrict api.wikimedia.beta.wmflabs.org to use only the WikimediaAPIPortal skin

I confirmed that the only skin option listed in Special:Preferences is now WikipediaApiPortal, which is great! However, when not logged in, I'm still seeing Vector. Interestingly, this only seems to be the case for the main page.
