User Contributions endpoints: rename "name" parameter to "user"

Description

The "name" param should be renamed to user as it could be a username, ip, range of ips, and "user" is more fitting.
Additionally, it is more accurate with the way the backend is structured. "name" as validated as a user object and should be named as such.
