New translation: Adaptations to support Desktop and larger screens

Description

As part of the "new translation" entry point (T241590) from the Translation Dashboard, users can start a translation of a section for an article of their choice.

This ticket focuses on responsive layout and functionality adjustments for desktop and larger screens.

Functionality

In addition to responsive adjustments for large screens, the options provided are slightly different on desktop when the standard Content Translation editor is used. In addition to the option to translate a new section, for desktop the option to start a new article will sill be provided.

  • Initially this option will be shown only for cases where section mapping can be supported (e.g., when the target article has no sections).

Makes sense. This is an older task. The design of the confirmation dialog has evolved base don the research input (e.g., not showing the presence of an article as a problem since it can be expanded with new sections). What the task proposes is covered by the responsive support of T284741, and the adjustments about when to show the option to start a new translation (T386187).
