New translation: Start a new article by translating the lead section on mobile

Description

As part of the "new translation" entry point (T241590) from the Translation Dashboard, users can start a translation of a section for an article of their choice.

For cases where the selected article does not exists, on mobile the option to create it can be supported by translating the lead section as any other regular section. That is, users will be provided the option to start a new article, and they will access the mobile editor with the contents of the lead section. Publishing will create the new article.

Additional considerations:

  • Starting a translation will skip the "pick a section" and "preview the contents" steps since there are no target contents to compare.
  • Publish settings need to be adjusted to reflect that a new page will be created.

Thanks for the input @PallaviPatke. The starting point for the process is the translation dashboard. There is a button to "add translation". That's an entry point to both creating a new translation or expanding an existing one. Note that a user interested in translating the "Sushi" article to Bengali may not know in advance whether the article was already there. So the tool provides such information after the user selected the article.

Note that the example illustrated is for the case where the selected article does exist in the target language thus the action in the last step is to add a section. For the case of the article not being present in Tagalog, the action of the last step would be to create it as a new translation.
