Reduce minimum allowable donation, in INR, via dLocal from 108 INR to 72 INR

Description

The minimum allowable donation we can process in India via dLocal is much lower than the current hard-coded minimum we accept. Right now we won't allow a donor to advance through the payments flow if they try to give less than 108 INR (example). That's higher than the 72 INR minimum described in the Currency Rate file.

Could we please reduce the minimum acceptable donation to 72 INR?

@Ppena we had set the minimum DLocal donation to about 5 BRL, slightly higher than the $1 minimum for other gateways. I think that was because lower donations had high fees?

We only have a per-gateway minimum, so to lower it for INR we'll have to lower it for all DLocal currencies. Is that acceptable?

Yes, let's bring it down t Sam's request until the end of the India campaign, and then change it back. Does that work?

Pats indicated we can lower it now for India and raise it again after India on 8/26/20.

"Floor" and "Ceiling" are used for the setting names instead of "Max" and "Min".

OK, this is back down to a $1 minimum for all DLocal donation attempts.
