Change ranking of pages in the research and grants namespaces on meta wiki

Description

As a user of meta wiki, I want to be able to find items in the research and grants namespaces when I search for them, so that I can use them for my work.

Currently the Grants namespace (200) and the Research namespace (202) on meta wiki are weighted at 0.2, which is 1/5th of the weight of regular content. This is because they are not defined as $wgContentNamespaces in mediawiki.

We should either define them as content namespaces, or bump their weight. What are the advantages and disadvantages of the two options?

Sample search: This user was trying to find information about the research project happening around the knowledge gap, but the results do not appear towards the top:

To keep this simple, we're just going to bump weight of the 200 and 202 namespaces to 0.6.
