Add signal: has a statement linking to a media file

Description

Problem:
If an Item has an image, pdf, sound file or similar media file linked in a statement then that should be taken into account for the quality rating. Items with linked media files are generally of higher quality. We should determine this based on the data type of the properties and consider any statement with datatype Commons Media valid.

Acceptance criteria:

  • ORES can determine if an Item has a statement that links to a media file on Commons

I got started with this earlier, unfortunately, phabricator is not yet adding backlinks from github: https://github.com/wikimedia/articlequality/pull/149

Not sure if it is worth building on top of it, it really is just a dump of a WIP commit, there isn't much there yet. But feel free to use from it what you like
