IMHO this is done when it comes to high-level, cross-project points.

I also locally collected a list of potential entrance point places per area (not per usecase), but that might be used as a base to identify stakeholders for T260984: Run explorative conversations in WMF to identify technology areas, use cases, key technical documents, workflows instead.
