Toolbar doesn't stick to top of window on iPadOS

Description

Steps to Reproduce:

  • Open a page in VisualEditor on an iPad
  • Scroll down far enough that the toolbar would be off the top of the screen

Actual Results:

  • The toolbar is off the top of the screen

Expected Results:

  • The toolbar should stick to the top of the screen, as it does on the desktop

It works now, so either iOS betas fixed it or this was a new-Vector issue that also got fixed.
