Make search index creation for new wikis more robust

User Story: As a new wiki creator I want the search index creation process for autocomplete and full-text search to either succeed or present an obvious error so that I know whether search indexes were created.

Background: The new Ladin Wikipedia was created but search index creation failed. Amir noticed, asked Trey, Trey asked David, David created the indexes, and search is now live on lldwiki—so all is well with Ladin at the moment. But it would be nice if the process were more robust in general, better documented on-wiki if needed, and able to throw an obvious error ("obvious" may be a matter of documentation).

Acceptance Criteria:

  • TBD: This code is really hard to test because we don't seem to have a good way to create a new test wiki and then delete it.

Creation of new wiki happens rarely enough that it does not make sense to spend much time optimizing this process.
