TranslateWiki should show short help when PLURAL is used

Description

Some languages like Russian have many different forms of plural, making it hard to remember the order in which they need to be entered. Please add a short help message that describes parameter ordering. The message could be auto-hidden if there is no PLURAL used in the English text. This message would not need to exist per-language, i.e. there is no point in describing the usage of Russian plural in another language, only in Russian, which means there could be a generic "localized info" message that has different content depending on the language.

Lastly, this could be generalized to include all language-specific templates like GRAMMAR and GENDER, and just show a quick info whenever English has {{ in it.

I think this is a bad approach -- I have read it, but I don't remember which groups are in plural for Russian, and we shouldn't force people to flip back and forth for a simple lookup information. Computers should be helpful, not force users to keep separate tabs open ;)

In this case FAQ is a giant page with tons of information, and it does not contain all the plural variants (funny enough it does include Russian). Having a simple language-specific hint text would be helpful for those who do not translate on the daily basis.
