Description

Tasks split out from umbrella ticket T260816: VE Dialog on the Test Instance: Sidebar and Dialog layout/behaviour changes

Requirements
For the sidebar:

The sidebar remains open and is no longer collapsible.
Remove 'show/hide options' button and entire bottom bar from the dialog window.

For the main input area of the dialog:

Margin for the input area should be reduced to 16px on the top, right, and left sides.
