Citation Usage: Can instrumentation code be removed?

Description

The CitationUsage schema hasn't been enabled since Winter 2019 (T213969) and although it currently lists "Research" as the maintainer, the author and many of the people involved in the instrumentation have left the WMF.

In lieu of knowing who to mark as a reviewer, I recently merged this refactor from @Krinkle: https://gerrit.wikimedia.org/r/c/mediawiki/extensions/WikimediaEvents/+/604922/6/modules/ext.wikimediaEvents/citationUsage.js

This is code running in production so if there are no plans to use it in the short term future it should be removed or at least disabled.

I've simply removed it for now as it hasn't been active in over a year, so if it needs to be picked up, it can be easily dusted off from the git archive and re-reviewed at that time.

@bmansurov I want to make sure you're aware of this.
