Add checkbox to account creation form for making the user manually confirmed

Description

Using Special:CreateAccount as a logged-in user is commonly done to prepare an account for participants of outreach events. When done by an admin, this avoids some common woes of registration (no IP-based throttling, the user does not have to deal with account creation captchas) but the account needs to be manually confirmed to avoid other issues (captcha on adding external links, inability to upload or move pages on some wikis). Since that's a common workflow, we could make it easier and more obvious by adding a "make user confirmed" checkbox when the creating user is an admin (or otherwise has the right to do so).

This would require making "confirmed" a core group.

Would want to see this allow for expiration as well, practice-wise on enwiki for example we have many groups that may create accounts - but depending on the reason for creation this is designed to only be for a specific event and should expire (of course the account could become auto confirmed in the interim). Perhaps even a default value / list such as on the block form could be used?
